Families hoping to adopt will soon be able to browse for children online, under radical changes to the adoption system. 
From early next year the pictures and profiles of some of the 6,000 children waiting for a home will be available on the internet for would-be parents to search through and select potential matches. 
Previously, this process was carried out by social workers who decided on parents behalf which child was best suited to them.

The new plans - rolled out from Tuesday - will also see rules relaxed so prospective parents can check the waiting lists of neighbouring councils, whereas before they were limited to their local authority.
The new map-style system includes information for each local council area, such as the ratio of children in need to waiting adopters, approval rates and how long it takes to make matches.
Adoption UK chief executive Hugh Thornbery said the changes could make enduring difference for children who have had the worst possible start in life.
He said: 'We’ve seen a rise in adoptions this year, but we still need more adopters to provide loving homes for some of society’s most vulnerable children.

Harriet Harman and P.I.E

PIE was set up as a special interest group within the Scottish Minorities Group by founder member Michael Hanson, who became the group's first Chairman.
Since the majority of enquiries were from England, PIE relocated to London in 1975 where 23-year old Keith Hose became its new Chairperson. Hose had connections with the South London group of the Gay Liberation Front (GLF). GLF thinking questioned the family as the basis of an economic, social and sexual system and certain sections of GLF favoured the abolition of the age of consent; their youth group had staged a march in support of this demand (however, it should be noted that the age of consent for homosexuals was 21 at the time, in comparison to 16 for heterosexuals).
Paedophile Action for Liberation had developed as a breakaway group from South London Gay Liberation Front. It was the subject of an article in the Sunday People, which dedicated its front page and centre-spread to the story. The result was intimidation and loss of employment for some of those who were exposed. It later merged with PIE.
This exposé on PAL had a chilling effect on PIE members' willingness for activism. In the PIE Chairperson's Annual Report for 1975-6, Keith Hose wrote that 'The only way for PIE to survive, was to seek out as much publicity for the organization as possible.... If we got bad publicity we would not run into a corner but stand and fight. We felt that the only way to get more paedophiles joining PIE... was to seek out and try to get all kinds of publications to print our organization's name and address and to make paedophilia a real public issue.'
A campaign to attract media attention was not effective at that time, but Hose's attendance at the 1975 annual conference of the Campaign for Homosexual Equality (CHE) in Sheffield, where he made a speech on paedophilia, was covered at length in The Guardian.
In the same year Hose also attended a conference organized by Mind, the national mental health organization, where it was suggested that PIE should submit evidence to the Home Office Criminal Law Revision Committee on the age of consent. PIE submitted a 17-page document in which it proposed that there should be no age of consent, and that the criminal law should concern itself only with sexual activities to which consent is not given, or which continue after prohibition by a civil court.

Greville Janner Arrested For Crimes Against Children

Lord Greville Janner, named Here as a suspected member of Paedophile Information Exchange has been arrested for crimes against children. National and International Press have been asked to "Sit on the story for a few days.", presumably while Whitehall reconvenes and tries to plan an excuse to cover everything up again.
The story will no doubt be released during the Queen's Speech on Xmas Day. Or is that just cynical?

December 2013: Lord Janner has been arrested on child sexual abuse charges.

In 1991, after accusing LORD/MP Greville Janner of paedophilic behaviour with a teenager, Frank Beck was arrested and charged with the sexual and physical abuse of children in his care over a thirteen-year period.
At his trial Beck stated that: - “One child has been buggered and abused for two solid years by Greville Janner“.
Immediately after this, Janner who just happens to be, ironically, a long time member of the boy scouts association, and Sir David Napley, his solicitor, went to Police headquarters in Leicester. Whereupon, the following statement was issued:
“We have advised Mr. Janner that he is prevented from making any statement at this stage”.
Shortly afterwards, the Director of Public Prosecutions, Alan Green, let it be known that “for lack of evidence”, Janner would not be prosecuted, even though Paul Winston, who was just thirteen when he and Janner first met, was able to describe Janner‘s home, the hotel rooms they had shared, and Janner’s habits and person in detail.
The Director of Public Prosecutions, himself, was arrested for kerb-crawling in Kings Cross a little while later.
Green had come to the attention of the police previously for this same misdemeanour and was quietly given a formal warning. The scandal prompted his resignation from public office

JANNER is a alleged child molester well known to the police. An active file on his activities has been maintained at Scotland Yard since even before the eruption of the Leicester Children’s Home scandal of 1991, which led to the jailing of the notorious paedophile Frank Beck. Damning evidence concerning JANNER’s sustained sexual abuse of a 13 year-old boy in care emerged during Beck’s trial, but JANNER was shielded by the then Director of Public Proescutions, Sir Alan Green—who resigned shortly after as the result of a “kerb-crawling” incident.
JANNER used the device of a ‘Personal Statement’ to deny all the accusations against him. Statements to the House of Commons of this kind, apart from being covered by Parliamentary privilege, are exempt from the usual interjections *and questions* from other MPs. After making his statement JANNER was invited by the prtess to answer their questions *outside* the privileged confines of the House. He refused to do so, and refused to explain why.
Thus it may be seen that his subsequent claims to have been “cleared by Parliament of all accusations” is utterly untrue. JANNER ducked a genuine opportunity to clear his name by taking legal action against his former victim who, as a grown man, has re-iterated his evidence outside the protection of the witness box.
Let’s take a closer look at Greville Janner:
In court, Paul Winston, who was, at the time of Beck’s trial, a married man with children, stood up for him, as did several other witnesses, paying credit to his achievements and behaviour and confirming his anti-Janner testimony.
He said Beck had counselled him over his relationship with the MP, and had brought the affair to an end. He also stated that he had had a beneficial effect on his life. According to Winston’s evidence, he was invited to Janner’s home near Golders Green, whilst Janner’s wife was away, and this led to his sharing Janner’s bed where they “cuddled and fondled each other”. Thereafter Winston testified that, over the next two years, he was regularly sodomised by Janner.
Beck discovered what had been going on after Winston was put into his care, at which point, he informed his superiors at Leicester Social Services. At one point, Janner visited the care home with a new bicycle for Paul but Beck denied him entry and would not allow the gift to be passed on. This was confirmed by another witness at the trial.

Operation Daybreak

DETECTIVES investigating claims of abuse at former Notts children's homes have made a new arrest – and say the number of alleged victims has increased.
Officers also say the claims now cover alleged incidents at six former council-run homes, instead of five.
The huge investigation, code named Operation Daybreak, is examining allegations of sexual or physical abuse against children in now-closed homes.
The claims stretch from the late 1960s until 2000.
Daybreak covers alleged abuse by staff at Beechwood Community House, Mapperley, Bracken House, which was in Thames Street, Bulwell, Ranskill Gardens, Bestwood, Wood Nook, in Beechdale Road, Beechdale, and Risley Hall, Derbyshire.
A Notts Police spokeswoman confirmed a sixth former home, which used to operate in the city, had now been added to the list. It cannot yet be named for legal reasons.
Notts Police also said yesterday that a man had been arrested in connection with an alleged historical serious sexual offence at Beechwood.
He was detained and questioned last month then released on bail pending further inquiries.
Police say the number of alleged victims is now 64, up by three since September.
Five other people have previously been arrested were all released with no further action.
The update came as a council issued an apology to one of the alleged victims after it emerged his care files had apparently been destroyed in the 1970s.
Michael Summers, 59, says he suffered physical and emotional abuse at Beechwood and was later moved to another home in Nottingham where he claims he was molested.
A social worker then later raped him in a car, he claims, and he also alleges he was physically abused at another Notts home and at Risley Hall.
He had asked both Nottingham City Council and Notts County Council for the release of his files to help his case.
But the records, kept by the county council on behalf of the city, have not been found.
Under current regulations, records must be kept for 100 years but this was not the case when Mr Summers was in care.
Anthony May, corporate director for children, families and cultural services at the county council, said: "Despite an extensive search for Mr Summers' child care files, we have been unable to locate them.
"There is a note on our records from 1978 which says the files have been destroyed.
"The rules regarding retention of files were different then and we believe we had no legal obligation to keep them.
"However, we have found some references to Mr Summers in other general files and have shared these with him.
"That said, it would certainly help us and Mr Summers if we could find his child care files."
He added he had both telephoned and written to Mr Summers to apologise.
"I regret sincerely any distress that we have caused to Mr Summers because we cannot find his files," he added.
Mr Summers waived his legal right to anonymity in July as an alleged victim of a sex offence in an attempt to encourage other potential victims to come forward.
He grew up in The Meadows before going into care and today lives in New York.
He said: "I accept the apology in part – but I still want someone to be held accountable for destroying them.
"I want to know who authorised their destruction."

This was the beginning of the Free Spirits organization. A couple of years later, with its hosting vendors facing increasing political pressure, Free Spirits raised enough money and gathered enough volunteers to buy its own server and set up its own ISP.
Another "contribution" that Free Spirits has made to the pedophile community is that, with the help of Kalos, they developed the "boy love" symbol, which is a blue triangle, nested inside another, which they call the "BLogo." This has become a symbol that pedophiles use to identify their desires to have sex with children, on Websites, tee-shirts, jewelry, et cetera.

A website is still running, operated by a group of active members of the former association. It was originally founded in 1985. On July 23, 1996 the group had eighty registered members and participated in an International Congress in Denmark. It was also a member of the IPCE (formerly the International Pedophile and Child Emancipation). A 2004 newspaper article identified Dan Markussen as the organization's spokesman.
In 2000, a Danish TV documentary team went undercover to investigate the group. Members were shown exchanging child porn and giving advice on how to contact children in internet chatrooms. A man was arrested by police in connection with the investigation.
In 2000, the group asked its members to provide misleading information to authorities to help Eric Franklin Rosser, an ex-member of John Mellencamp's band and a man charged with producing and distributing child pornography, evade prosecution. He was convicted in 2001 however, and was subsequently added to the U.S. Federal Bureau of Investigation's most wanted list

North Wales Residential Childcare Investigations - A Chronological View

Investigations 1974 to 1980
five relevant convictions that occurred during this period, namely, those of Anthony David Taylor (Bryn Alyn, 1976), Leslie Wilson (Little Acton, 1977), Bryan Davies (Ystrad Hall, 1978), Gary Cooke and (Arthur) Graham Stevens (1980). 
There was also one other person, Albert Frederick Tom Dyson, then aged 40 years, who was convicted in 1980 of three offences of indecency against the boy identified as D in paragraphs 10.15 to 10.19 of this report, for which he was sentenced to 18 months' imprisonment. Dyson, who had befriended D's family, admitted to the Tribunal that he committed the offences at a time when D was in care and placed at Bryn Estyn, but he was not employed by Social Services at any time: he was then the owner of the 15/20 Club in Rhyl, which he disposed of in 1980, after owning it for 20 years.
In addition, the North Wales Police investigated allegations against a gardener/driver (Upper Downing, 1976), Carl Evans (Little Acton, 1977) and Paul Bicker Wilson (Bryn Estyn, 1977), but no prosecution ensued at that time against any of these three men. According to the police evidence before us, there was also an investigation in 1980 of allegations against Huw Meurig Jones but neither of the complainants in relation to that investigation (one is dead) gave evidence to the Tribunal and there was no prosecution.

Investigations 1981 to 1989
During this period there were five further relevant convictions for sexual offences against children in care in Clwyd, as we have listed in paragraph 2.07(5) to (7) of this report. The five persons convicted were Iain Muir (Bryn Alyn, 1986), Jacqueline Elizabeth Thomas (Chevet Hey, 1986), David John Gillison (1987, a social worker who was not then employed in residential care), William Gerry (1987, a former resident of Bryn Estyn) and Gary Cooke (1987, for further offences). It will be seen that only the first two of these were employed in children's residential establishments at the time when their offences were committed; and Thomas' conviction was for an offence against a 15 years old boy who was not in care at the time.

One other relevant person, namely, Huw Meurig Jones, was charged in 1981 with alleged sexual offences against a boy in care in Clwyd. Meurig Jones was then an unqualified social worker for Clwyd County Council but had not been employed in residential care in Clwyd, as far as we are aware, after March 1976. He resigned on 28 July 1981 but it appears that the charges against him were not proceeded with.

During this same period between 1981 and 1989 allegations against five other residential child care workers in Clwyd were investigated by the police but only one of the five was alleged to have committed sexual offences. The other four were Frederick Rutter (Bryn Estyn, 1983), Paul Wilson (Chevet Hey, 1985), Kenneth White junior (Bryn Alyn, 1988) and (Ysgol Talfryn, 1989): each was alleged to have committed a physical assault or assaults on a boy in care but none of the four was prosecuted for reasons that have been stated in the cited passages of our report, where known to us.
The fifth person in Clwyd investigated by the police in this period but not prosecuted was David Evans, who was alleged to have indecently touched two girl residents at Park House in 1989. In that case the Crown Prosecution Service advised that there was insufficient evidence to support a charge of indecent assault in respect of either girl.
Thus, 11 persons were investigated for alleged sexual or physical abuse in this period, of whom five were convicted. Of those investigated six were employed as residential care staff at the time of the alleged offences and one (Y) was employed as a teacher at a residential school.


Investigations from 1990 to 1996
The first investigation in this period into sexual abuse in a children's home was into offences committed by Stephen Norris whilst Officer-in-Charge of Cartrefle. The police were informed promptly on 17 June 1990 of the allegations that had been made by a boy to Henry Morton Stanley; and, in the course of the subsequent investigation led by Detective Inspector Donald Cronin, all ten current residents of Cartrefle, nine previous residents and 13 past and present members of the staff were interviewed. 
It revealed that six complainants alleged serious sexual abuse by Norris and on 5 October 1990, in the Crown Court at Chester, he pleaded guilty to five offences of indecent assault, involving three boy residents at Cartrefle. 
There were three other counts in the indictment against Norris involving the three other boys and an additional count alleging buggery with one of the first three boys but these were not proceeded with by the prosecution and not guilty verdicts were recorded by the Court in respect of three of them.
As appears from what we have said, the investigation of these offences was expeditious and the proceedings were completed in less than four months. The only criticism of the investigation of which we are aware is that it has been said that it should have been broadened to include Norris' previous activities at Bryn Estyn before his transfer to Cartrefle, having regard (amongst other things) to the repetitious nature of his sexual misconduct at Cartrefle. 

The other important police investigation before the county-wide investigation began was into the activities of Frederick Rutter as a foster parent and as Warden of a hostel at Connah's Quay. This began on 3 April 1990 when a woman resident at the hostel complained to the police that Rutter had behaved improperly towards her and it culminated in his conviction on 30 July 1991, in the Crown Court at Chester, of four offences of rape and two offences of indecent assault involving three hostel residents and two girls who had lived in his household. We have not received any criticism of this investigation by the police.

Investigations from 1997 to 2000
Since the hearings by the Tribunal began in Janaury 1997 investigations by the police have continued and some of them have arisen from statements made to the Tribunal in connection with our inquiry. We have been kept informed by the North Wales Police in general terms of the progress of these inquiries. In order to avoid prejudicing the investigations we adopted the general policy that we would not hear evidence in support of complaints that were still under investigation by the police at the time when the evidence would otherwise have been heard by us. 
We regret that, to that extent, our investigation has been necessarily incomplete. We are satisfied, however, that the general accuracy of the history that we have given and our conclusions from it have not been significantly affected by these gaps in the evidence.
The best information that we have to date is that allegations by nine complainants in statements to the Tribunal have been under investigation by the police and complaints by some others not contained in Tribunal statements have also been investigated. The allegations have involved over a dozen members of staff at various homes, one of whom died in the course of the investigations and after our hearings had ended.

The following convictions and prosecutions since 1997 are relevant to our investigation:
7 March 1997, in the Crown Court at Mold, Roger Platres Saint pleaded guilty to nine counts alleging indecent assaults upon a step-son, two pupils, a foster child and five adopted children; and he was sentenced on 23 May 1997 to six and a half years' imprisonment.

On 14 March 1997, in the Crown Court at Mold, Robert Martin Williams, a former nursing auxilliary at Gwynfa Residential Unit, was convicted of two offences of rape of a girl patient, who was aged 16 years at the time of the offences and who is identified as P in the report. Concurrent sentences of six years' imprisonment were imposed on him.

4 July 1997, in the Crown Court at Chester, Noel Ryan pleaded guilty to 14 sexual offences (three of buggery, one attempted buggery and ten indecent assaults) against ten male residents under the age of 16 years at Clwyd Hall; and he asked for seven other offences of indecent assaults involving seven other boys to be taken into consideration. He was sentenced to 12 years' imprisonment.

On 9 September 1998, in the Crown Court at Chester, Mr B pleaded guilty to three offences of rape and six indecent assaults upon B2 and four indecent assaults upon B1. He was sentenced to a total of three years' imprisonment.

Richard Dafydd Vevar, formerly a care worker employed by the Bryn Alyn Community, was charged in July 1998 with offences of buggery and indecent assault against the girl referred to in paragraph 21.55 of this report. On 23 June 1999 he was acquitted by a jury of the allegations of buggery but they were unable to reach verdicts on the other counts. At a later hearing the Judge entered verdicts of not guilty in respect of these other counts.


 Richard Ernest Leake, formerly Principal of Ystrad Hall School at Llangollen, has been charged with offences of indecent assaults on boys alleged to have been committed between 1972 and 1978. He denies all the charges and his trial has now been fixed for 8 November 1999.
Richard Francis Groome, formerly Warden of Tanllwyfan and then successively Head of Care and Principal at Clwyd Hall School, has been committed for trial on charges alleging sexual offences involving former boy residents at the latter school and at both these establishments and at others in Shropshire between 1981 and 1989. He has pleaded not guilty to all the charges and his trial is likely to take place early in 2000 at Mold.

Roger Owen Griffiths and his former wife, Anthea Beatrice Roberts, the proprietors of Gatewen Hall795 residential school from 1977 to 1982, when the premises were sold to the Bryn Alyn Community, were convicted in the Crown Court at Chester on 3 and 4 August 1999. Griffiths was sentenced to a total of eight years' imprisonment for offences of buggery (one), attempted buggery (one), indecent assault (one) and cruelty (four) involving four boy residents at the school. Roberts was sentenced to two years' imprisonment for two offences of indecent assault on two other boy residents aged under 16 years.

Derek Brushett, an SSIW employed by the Welsh Office, is currently (2000) suspended from duty whilst he awaits trial on numerous charges of sexual and other offences against boys alleged to have been committed in or about the 1970s, when Brushett was headmaster of Bryn-y-Don School (initially an approved school) in Dinas Powys. During his employment thereafter by the Welsh Office, Brushett took part in a few inspections in North Wales but there is no allegation of misconduct by him in that capacity, as far as we are aware.

  • 91 - ken white replaced paul eccles as deputy of gatewen hall - back to residential care!
  • 95 - John Allen signs over Co. and shares and BA to ken white sr for money, car, house and villa
  • 95 - kedney keeps the yatch
  • 95 - pentre saeson reverts to ken white sr in lieu of pension
  • 96 - pentre saeson became prospects for young people - mentally ill children 8-21 -under stephen elliot (after bersham hall) cant find bill of sale for pentre saeson.

so thats 2-3 kids per house. that to me sounds like unvetted foster parents.

I went back to Bryn Alyn Hall on Saturday 20th April and saw a single storey building in the process of being renovated.

My recollection of this building is that it contained the woodwork room and another couple of classrooms.
As we walked around the outside of the building, I could see paperwork in the windows, both loose sheets and files/folders.

The building looked as though it had been out of use since Bryn Alyn shut in 1997.
As we walked further across the driveway and round towards what is signposted as "Alyn Lodge" I noticed a distinct lack of horse.
What had been 10-15 horses in November was down to a meager 2, despite the warm weather.
Further round towards the footpath down to Wilderness, I noticed a lot of fencing was being replaced and a huge bonfire had been built, burned and was again in construction, as wheelbarrows of rubble and paperwork from the building were being dragged across the drainage ditches.

Paedo Networks Update

Have started to update the Paedo Networks section.
I will be focusing primarily on people in a position of power or easy access to children for the main database, whilst building a more complete list of connected offenders within each network.
I do this in an effort to save more childhoods, lives.... being destroyed.

A police force is considering disciplinary action against an officer accused of "grooming" a teenage girl following an investigation by social services.
Matthew Rees, 32, remains suspended from duty as a constable with the City of London Police while senior officers consider misconduct charges against him.
The officer, who has denied any wrongdoing, was arrested in December last year and charged with possessing indecent images of a child after explicit pictures of the girl were found on his phone.
A social services report, seen by the Guardian, concluded that Rees had subjected the girl – whom he met when she was 15 at their local swimming club – to a "powerful process" of grooming.
But the Crown Prosecution Service abandoned the case this week after a judge at Chelmsford crown court asked them to review it.
The decision comes less than a year after Keir Starmer QC, the DPP, claimed a watershed moment had been reached in the prosecution of sexual offences against children and young people in the wake of the Jimmy Savile affair, saying vulnerable victims had been treated in the past with a "degree of caution which is not generally justified".
The Rees case also comes against the backdrop of concern among senior police officers and the police complaints watchdog about sexual misconduct by officers.
The Guardian revealed in August that 169 officers and staff are under investigation for inappropriate relationships and sexual misconduct offences.
The girl's father said: "This man had 24 images on his phone of my daughter which were deemed to be indecent by lawyers when they viewed them in December. Now suddenly after the judge raises questions they are not proceeding against him. It seems that while under the Sexual Offences Act 2003 you are considered a child until you are 18 the agencies employed to enforce the law don't uphold that.
"If you are a girl aged between 16 and 18 you seem to fall into some legal black hole."
The parents are also unclear why charges relating to alleged grooming were not pursued against Rees.
"We are extremely disappointed and we don't understand why he was not charged with a grooming offence," said the girl's mother. "He met her when she was 15. He is a 32-year-old man who as a police officer is in a position of trust and authority. When my daughter asked if what they were doing was wrong, he told her it was not wrong. When it all came out and I talked to her about it, she said: 'Mum he is a police officer, I trusted him'.
"The judge has opened it up for men to think it is OK to target girls when they are 14 or 15 and then wait until they turn 16 and have sex with them."
